The Oromia Agriculture Bureau pursuant to Proclamation No. 242/2014 of the Oromia Regional State Council has the following powers and duties:

Download PDF- Agricultural Extension Services - Provides or causes to be provided, agricultural extension services to farmers, pastoralists, and investors in areas of crop development, livestock, forestry, irrigation, coffee and tea development, spices, and urban agriculture to improve production and productivity. Prepares packages based on climatic conditions, evaluates and improves them, ensures implementation, and leads implementation.
- Seed Supply and Distribution - Identifies demand for improved seed varieties, submits to concerned bodies, monitors supply meeting demand, and distributes seed in required quality and quantity.
- Technology Transfer - Before transferring modern technologies domestically or from abroad to farmers and pastoralists, verifies suitability in collaboration with Agricultural Research Institute. Provides support to ensure approved technologies are multiplied and distributed through government bodies, private investors, farmers, pastoralists, and cooperatives.
- Technology Implementation - Supplies, implements, and monitors technologies that increase farmer and pastoralist productivity, enhance soil productivity, withstand climate change, and accelerate irrigation development.
- Soil Health Management - Provides technologies to reduce soil acidity and maintain soil health; monitors and controls implementation.
- Soil and Water Conservation - Carries out, supports, and monitors soil and water conservation activities and undertakes land reclamation works where necessary.
- Research Planning - Implements research plans on agricultural technologies and production forecasting in collaboration with concerned bodies.
- Market Research - Conducts research on agricultural product prices and improved seed prices to stabilize markets; proposes and implements solutions when approved.
- Research-Livelihood Linkage - Works and provides leadership to strengthen linkage among agricultural research, farmers, pastoralists, and other beneficiaries.
- Pest and Disease Control - Works to control pests and insects damaging agricultural products; ensures crop laboratories are expanded and provide competent services.
- Quality Production - Ensures farmers, pastoralists, and private investors produce according to market requirements.
- Water Conservation - In areas with insufficient rainfall, enables communities to conserve water and learn new technologies; provides support in collaboration with concerned bodies.
- Market Orientation - Works with concerned bodies to ensure agricultural and pastoral development is market-oriented with appropriate systems for products and improved seed.
- Credit Monitoring - Works with concerned bodies to monitor agricultural input loans for farmers and pastoralists.
- Fisheries Development - Develops, supports, and controls fishery resources utilizing natural and man-made water resources.
- Beekeeping Development - Ensures productive bee resources and products development including honey and beeswax; supports, monitors, and controls activities.
- Livestock Breeding Conservation - Improves, conserves, and controls livestock breeds in the region.
- Grazing Land Management - Works with concerned bodies to improve and conserve grazing land; develops grazing areas and livestock feed activities.
- Water for Livestock - In areas with drinking water shortage for livestock, conducts assessments and develops water sources with concerned bodies.
- Livestock Technology Development - Expands domestic or verified foreign livestock- development technologies; controls implementation and researches community needs and problems.
- Livestock Services - Expands, supports, monitors, and controls livestock development and animal health protection activities in the region.
- Disease Control - Investigates contagious livestock diseases spreading across regions; prevents, controls them, restricts movement, and removes infected livestock.
- Meat Inspection - Monitors and controls provision of disease-free meat through slaughterhouses; controls illegal slaughtering and takes legal action.
- Slaughterhouse Standards - Prepares standards for slaughterhouses; issues, renews, and cancels certificates of competence.
- Animal Protection - Ensures and controls protection and welfare of animals.
- Market Quality - Ensures livestock and products for domestic and international markets meet quality requirements; implements standards and controls certificates.
- Professional Support - Provides professional support to producers, suppliers, and users; monitors production competence and quality.
- Substitution Study - Identifies imported products that can be substituted by local production; studies opportunities and creates market linkages.
- Export Market Development - Identifies high-value export products produced within the region; studies opportunities and expands production.
- Agro-industry Identification - Identifies products contributing to agro-industry expansion; prepares strategies and ensures implementation.
- Economic Growth Products - Studies products contributing to economic growth and income generation; implements findings and creates conditions for implementation.
- Contract Market Linkages - Ensures contract-based agricultural market linkages are conducted through valid agreements; ensures cooperative benefits and monitors implementation.
- Competence Certification - Issues, renews, cancels, and controls certificates for agricultural input and service providers.
- Market System Development - Initiates and implements proposals for livestock product market systems; ensures sustainable market linkages.
- Movement Permits - Issues permits for agricultural product movement.
- Private Investment Support - Prepares requirements for private livestock and animal health investment; issues certificates and provides support.
- Facility Establishment - Establishes, organizes, administers, and controls livestock development and animal health facilities including breeding centers, labs, and clinics.
- Forestry Activities - Coordinates watershed development, agroforestry, and forestry activities based on established standards.
- Community Forestry - Provides technical support for community and private forestry development expansion.
- Tree Seed Centers - Facilitates establishment of forest seedling centers; produces, manages, and monitors them.
- Tree Planting - Distributes tree seedlings for community and private forests; ensures planting and management, conservation, and utilization.
- Rural Settlement - Prepares rural settlement programs for public demand; submits for approval, coordinates implementation, and monitors.
- Investment Transition - Prepares packages enabling outstanding farmers and pastoralists to transition into investment; provides support and monitors.
- Capacity Building - Provides training programs to improve implementation capacity of agricultural professionals, farmers, and pastoralists; monitors results.
- Training Centers - Ensures farmer and pastoralist training centers are expanded and provide adequate services; provides leadership and management.
- Food Security Programs - Prepares programs for rural food security; works with bodies to ensure long, medium, and short-term plans; coordinates implementation and evaluates results.
- Funding Mobilization - Seeks funding and resources for rural food security and irrigation projects; ensures resources are used for intended purposes.
- Public Participation - Ensures agricultural activities are carried out through public participation; organizes farmers and pastoralists; provides special support to women and youth.
- Coffee and Spice Research - Conducts research on coffee, tea, aromatic plants, and spices climate and soil conditions; submits findings and implements when approved.
- Technology Access - Ensures effective coffee, tea, aromatic plant, and spice technologies are available to farmers and investors; encourages investor participation.
- Coffee Development - Carries out coffee development activities to ensure quality coffee meeting standards is produced and supplied to market.
- Modern Production Methods - Ensures coffee, tea, aromatic plants, and spices are produced using modern methods and supplied to market; establishes quality control systems.
- Industry Development - Establishes systems for technology access and industry capacity building; establishes training centers and provides capacity-building training.
- Water Resource Conservation - Works with concerned bodies to conserve water resources for sustainable irrigation development.
- Irrigation Research - Conducts irrigation-farming technology and land reclamation research; coordinates research, prepares demonstration sites, and expands improved technologies.
